Ahh, who has the money to pay for 7 tons of cocaine? They were heading for the US and, therefore, they were probably illegal aliens.

KEY WEST, Fla. -- The U.S. Coast Guard discovered 7 tons of cocaine on a homemade submarine that featured sophisticated navigation equipment.Coast Guard officials said the apparent Colombian drug runners were taken by surprise on the 70-foot vessel.The sub was stuffed with $187 million worth of drugs.
From other pictures I've seen of these "submarines" that's a little misleading. Actually, they look like a boat made to ride very low in the water, not that they're made to dive then ascend later.
